يعتقد أنه قد آن الأوان لإعادة فتح ملف السوق العربية المشتركة
 التي لا توفر للعرب أوضاع اقتصادية واجتماعية وسياسية فحسب وإنما توفر 
أيضاً أوضاعاً سياسية وتفاوضية يصعب تجاهلها وليس هناك أسلوب يصلح لإعادة 
فتح ملف السوق العربية المشتركة
 سوي أسلوب المصارحة والمكاشفة دون أي حساسيات، ولتكن البداية مجرد إشارة 
تستند إلي لغة الأرقام والإحصائيات التي لا تكذب أبداً والتي تؤكد أن عدد 
سكان العالم سيعبر حاجز السبعة مليارات فرد خلال أعوام قليلة وأن نصيب 
العالم العربي من هذه الزيادة السكانية سيكون كبيراً، ومن العجيب أن يهددنا
 تزايد السكان في العالم العربي برغم أن الأرض العربية مليئة بموارد طبيعية
 يحسدنا عليها الآخرون من بترول ومعادن وخامات في بعض الدول وانهار وأراض 
صالحة للزراعة في دول أخري،</div>

جميع القطاعات، والتي جاءت بدعم من الإصلاحات التي اتخذتها الحكومة.</span> </div>

فمنذ
 أن انطلقت عملية تعويم الجنيه في نوفمبر 2016، راهنت الحكومة المصرية 
والمؤسسات المالية العالمية على قدرة مصر تجاوز آثار عملية التعويم واعادة 
الاقتصاد إلى مسار النمو من جديد، بسبب مجموعة من التحديات كان أبرزها 
ارتفاع عجز الموازنة والميزان التجاري والتراجع الحاد في حجم الاحتياطيات 
النقدية.<br />

وتلاشت هذه التحديات أمام المؤشرات الإيجابية التي استطاع 
الاقتصاد المصري تحقيقها بنهاية العام المالي 2016/2017، بعد الإصلاحات 
التي قامت بها الحكومة وتمثلت في خفض دعم الطاقة وتطبيق ضريبة القيمة 
المضافة إلى جانب الإجراءات التقشفية الصارمة.<br />

<strong>خفض عجز الميزان التجاري</strong><br />

وفي الربع الأخير من السنة المالية المنتهية في يونيو الماضي، 
استطاعت مصر أن تخفض من حجم عجزها التجاري بنسبة 50 في المئة على أساس 
سنوي، ليهبط بذلك العجز خلال عام بنسبة 8.4 في المئة إلى 35.4 مليار دولار 
مقارنة بالسنة المالية السابقة.<br />

وكانت الاحتياطيات النقدية والتدفقات الاستثمارية الأجنبية 
بمثابة شهادة ثقة منحت للاقتصاد المصري بعد عملية التعويم، حيث استطاعت 
الحكومة أن ترفع من حجم الاحتياطي الأجنبي إلى 36.14 مليار دولار بنهاية 
أغسطس 2017 من نحو 19.6 مليار دولار سجلت في شهر التعويم.<br />

<strong>شهية المستثمر</strong><br />

وانعكس نمو الاحتياطيات وتراجع العجز التجاري بالتزامن مع 
التحسن في أداء الناتج المحلي، على شهية المستثمر الأجنبي الذي ارتفعت قيمة
 تدفقاته إلى 13.3 مليار دولار، متجاوزة المستهدف عند 10 مليارات دولار 
ليرتفع بذلك صافي الاستثمار الأجنبي المباشر بنسبة 14.5 في المئة إلى 7.9 
مليارات دولار في العام المالي 2016/2017.<br />

<strong>جذب التحويلات</strong><br />

واستطاعت عملية التعويم ورغم صعوبة الإجراءات التي رافقتها، أن
 تخفف من الضغط على القطاع المصرفي المصري، وكبحت الفجوة بين سعر الجنيه في
 السوق الرسمي والسوق الموازي، مما ساهم في جذب المزيد من تحويلات المصريين
 في الخارج والتي ارتفعت قيمتها بنحو 1.8 مليار دولار في يوليو الماضي 
لتتجاوز عتبة الـ 14.5 مليار دولار.<br />

<strong>نمو سياحي</strong><br />

ولم تقتصر إيجابيات تحرير سعر صرف الجنيه في مصر على الميزان 
التجاري والتدفقات الاستثمارية بل شملت قطاع السياحة الذي استفاد من تحسن 
الظروف الأمنية وانخفاض قيمة الجنيه، ليرتفع بذلك عدد السياح القادمين إلى 
مصر بنسبة 54% في سبعة أشهر بإيرادات تجاوزت 3.5 مليار دولار، وبنسبة نمو 
بلغت 170 في المئة على أساس سنوي.</div>

وقد بدئت بوادر تلك الأزمات على دول التعان الخليجي مؤخراً، فتأثرت العديد 
من الدول بانخفاض أسعار البترول والذي يعتبر المورد الرئيسي لها وبحلول 
العام 2017 ازداد تلك التحديات في مؤشرات الاقتصادية ولعل أبرزها ما يلي:</strong>

تحديات أزمة أسعار النفط</h4>

تشكل أزمات أسعار النفط تحديا كبيرا لدول التعاون الخليجي فعلى مدى 
الثلاثين سنة الماضية كان اقتصاد تلك الدول يعتمد عليها كلياُ، وبانخفاض 
سعر النفط سببا عجزا في ميزانيات هذه الدول، حيث تشكل صادرات النفط 90% من 
مجموع صادراتها، وهنا بدئت التوجهات للبحث عن مصادر اقتصاديه جديده للدولة 
ورسم الاستراتيجية التي ستساعدها في رسم خططها المستقبلية بشكل أفضل. </div>

تحديات أزمة البطالة:</h4>

تزايدت في السنوات العشر الأخيرة قضية ظاهرة البطالة على الرغم من ارتفاع 
معدلات نمو النشاط الاقتصادي في تلك الفترة، فقد بلغ معدل البطالة بين 
الإماراتيين 20,8 بالمائة وسلطنة عمان 15 بالمائة لنفس العام والسعودية 
بمعدل بطالة 12,1 بالمائة، ثم البحرين (3,7 بالمائة)، ثم الكويت (2,1 
بالمائة)، ثم قطر (0,6 بالمائة) وهو أقل معدل بطالة بين الدول العربية ومن 
أقل معدلات البطالة العالمية.</div>

تحديات حرب اليمن الاقتصادية:</h4>

تشكل تكاليف حرب اليمن تحديا اقتصاديا بالغ الأهمية يؤثر على مجال 
الاستثمار في الدول الخليجية ويستنزف مواردها حيث أن نفقات الأسلحة 
المستخدمة والمستهلكة تقدر مئات الملايين من الدولارات والذي يؤثر بشكل 
مباشر على الاقتصاد الخليجي فالحروب دائما تستنزف الموارد الاقتصادية. </div>

تحديات البذخ والاستهلاك العشوائي:</h4>

ظاهرة مريبة تواجه المجتمع الخليجي وهي البزخ الشديد الذي يعمل على استهلاك
 وإهدار موارد الدولة بشكل مبالغ فيه وغير مدروس، فقلت مظاهر الادخار، 
وازدادت الإنفاق بصوره مخيفه تخل بالنظام المعيشي، بداية من إهدار الطعام 
والشراب والكهرباء، والهدايا الفاخرة والعديد من المظاهر المختلفة.</div>

جدير بالذكر أن قمة مجلس التعاون لدول الخليج العربية (2016) والتي مكونة 
من ست دول أعضاء تطل على الخليج العربي تناولت ملف الأزمة الاقتصادية التي 
تمر بالمنطقة وخاصة انخفاض أسعار النفط والأزمة السورية والوضع في اليمن 
وتفعيل الاتفاقيات وتوحيد القرارات لحلحلة بعض هذه التحديات التي تواجه هذه
 الدول وبخاصة التحدي الاقتصادي والأمني، والبحث عن خيارات تمنحهم مزيدا من
 النجاحات الاقتصادية و الإنجازات الاستراتيجية التي  ستساعدها في رسم 
خططها المستقبلية بشكل أفضل.</div>
